INSTITUTIONAL ENVIRONMENT OF CIVIL SECURITY: IMPACT ON PRODUCTION SAFETY
Abstract
The safety of production processes significantly depends on the quality of the institutional environment of civil security (first of all, its important component - labor protection). Moreover, since occupational safety is an important social component of the national security of the state, the perfection of regulatory and legal support for labor protection is also a very important factor in this sense. The article presents the generalized results of researches of legislative and normative maintenance of labor protection as a component of the institutional environment of civil security and shows its imperfection. It has been performed a critical analysis of certain positions of the Concept of reform of the labor protection management system in Ukraine. It has been also assessed the compliance of the Recommendations on the construction, implementation and improvement of the labor protection management system with the legislation of the European Union. Recommendations for the implementation of European legislation in the field of health and occupational safety have been provided. It has been demonstrated the expediency of preserving many norms of domestic legislation in the field of civil security as those that ensure an adequate level of industrial safety. It has been proved that without a sufficient number of civil security specialists effective implementation of European legislation is impossible.
