Using the Hedden matrix for assessing the risk of a traffic accident

Abstract

The paper proposes the development of a combined approach for assessing the risk of a traffic accident (hereinafter referred to as an accident) based on the Haddon matrix. To assess the risk of a road accident, a combination of two approaches was used: a classic template for calculating risk in accordance with the requirements of DSTU ISO 45001:2019 and the Haddon matrix, which is a matrix with four columns, where the elements of the "driver-car-road-environment" system are presented and three lines that characterize the changing phases of the accident: before the accident (initial), during the accident (culminating) and after the accident (final). A combined approach for assessing the risk of road accidents based on Haddon's matrix has been developed, which allows you to justify preventive measures based on the established level of risk, taking into account several dangerous factors that affect both the probability and severity of consequences during the accident and after first aid. A combined Haddon matrix has been developed, which differs from the known one in that it takes into account dangerous factors for the corresponding hazard, dangerous event (hereinafter - NP), which allows you to calculate the residual level of risk and develop preventive measures and actions taking into account a specific dangerous factor. In order to reduce the level of risk of road accidents, it is proposed to introduce special road safety programs (hereinafter referred to as road traffic safety) at motor vehicle enterprises, which are based on the planning of preventive measures based on the assessment of the risks of road accidents, which provides for appropriate control over their implementation. To determine the magnitude of the risk of an accident, it is proposed to divide the magnitude of the severity of the consequences of an accident into two components: during the accident and after first aid, which are evaluated on a six-point scale, taking into account the influence of dangerous factors. An algorithm for building a combined Haddon matrix was developed, with criteria for assessing the risks of road accidents, the probability of an accident and the severity of the consequences, taking into account pre-medical care.
