On the issue of forming a system for assessing the quality of passenger transportation in cities
Abstract
The analysis of the existing scientific works of domestic and foreign scientists in the field of research of quality of passenger transportation in cities is carried out in the work. The questions of this direction of scientific researches which need the additional decision are resulted. It is revealed that the existing methods of assessing the quality of passenger transportation as parameters use the components of the time spent by passengers on travel and indicators of the conditions of this movement. It is determined that for planning the quality of the technological process of passenger transportation by the municipal authorities, its assessment should be based on the parameters of this process. This will make it possible to take into account the specific indicators that they will be able to provide with their rolling stock when selecting carriers for each route. Given that improving the quality of the transportation process should not reduce the economic performance of transport companies, the need for additional funding to compensate for the costs of achieving the level of quality required by the city authorities is justified. An integrated indicator of the quality of passenger transportation on the route of urban passenger transport is proposed, which takes into account the parameters of the technological process of passenger transportation. It is determined that improving the quality of passenger transportation is possible by planning rational values of the length of the race, the interval of movement, technical speed and capacity of vehicles operating on the route. The concept of determining the amount of additional financial support for carriers by the municipal authorities allows to develop a system for assessing the quality of passenger transport in cities, which together with the requirements for the level of quality of transport services will provide additional funding for carriers to ensure.
