Method of managing the quality level of passenger service on urban routes

The paper presents method of managing the quality level of passenger service on urban routes. The quality of passenger transportation forms the standard of living of residents of settlements. The analysis of previous studies has shown that the parameters of their movement were used as indicators in assessing the quality of passenger transportation. Existing methods for assessing the quality of transportation do not allow planning its level. At present, the planning of the passenger transportation process is carried out using technical and operational indicators of vehicle operation. It is advisable to use these indicators for planning the quality of passenger service, which will make it possible to form a list of carriers for city routes that will be able to ensure the achievement of planned values of the parameters of the transportation process when using their rolling stock. The importance of technical and operational indicators as parameters for assessing the quality of passenger service is considered. To form a list of parameters that affect the level of passenger service, a survey of carrier specialists was conducted. The results of the processing of field studies allowed us to identify parameters that can be used to assess the quality of passenger service. Using the method of expert assessments, the significance of technical and operational indicators as quality indicators from the standpoint of transport specialists and their weight coefficients were determined. Based on the obtained values of weight coefficients, an integrated indicator of the level of passenger service quality assessment on city bus routes was developed. The following technical and operational indicators were used as unit indicators of the level of passenger service quality: technical speed, travel interval, route length, capacity utilization factor, traffic regularity factor. The conducted studies allowed mathematically formalizing the change in indicators of the level of passenger service quality. Its use will make it possible to establish the necessary standards for transport enterprises when conducting tenders for city routes. Based on the integrated indicator of the level of passenger service quality, a method of managing the level of passenger service quality on city routes was developed.
